- A Gentle Introduction to TeX (covers TeX rather than LaTeX)
Reference

- Another two-page reference card (more maths based)
- The Comprehensive LaTeX Symbol List

Packages
- CTAN: the Comprehensive TeX Archive Network; search for packages.
Packages I use:
- algorithms (although I should check out algorithmicx)
- newalg

- IEEEconf, IEEEtran, acmconf
- SIunits
- tweaklist -- customize list spacing
- equationarray -- An advanced version of eqnarray
- TCD thesis template
- mathpartir - Typesetting inference rules
Programs
Emacs
If you use Emacs, check out AUCTeX.
Mac OS X
- TeXShop -- a decent, Cocoa-based LaTeX editor. Missing some features, but it's a good syntax highlighter, and has an embedded PDF viewer. I no longer use it for editing, but use it for viewing PDFs in conjuction with Emacs.
- BibDesk -- An excellent graphical BibTeX-bibliography manager.
Windows
- MiKTeX -- A free LaTeX/TeX implementation for Windows.
- WinEdt -- A shareware editor. I haven't used it, but I've heard that it's grand. A general text editor, with a LaTeX bias.
Linux, etc.
- Kile -- A LaTeX front-end for KDE; what I use under Linux.
Miscellaneous
- Fine-tuning float placement
- LaTeX Tips and Tricks
- LaTeX and Mac OS X
- A random set of guidelines, some of which I found very useful.
- Tex Resources from UIUC Maths
